The primary responsibility of implementation of the legislation vests with the department of Labour headed by Deputy Labour Commissioner and having Assistant Labour Commissioners at district level. These welfare measures include Provident fund, Medical insurance, a package of Welfare schemes for building and construction workers, Rehabilitation of Child Laborers and Bonded laborers, conciliation between employees and employers in case of a dispute etc.

It came into existence after the bifurcation of erstwhile state of J&K into UTs of Jammu & Kashmir and UT Ladakh on 31st October, 2019. The Department functions under the supervision and control of the Lieutenant Governor, Advisor to Lieutenant Governor and the Administrative Secretary of General Administration Department.

The Employment Exchanges in UT Ladakh had been catering to the recruitment needs of various Organizations. But after the Supreme Court Judgement passed in 1996, the notifying departments were given the discretion to invite the applications at their own level in addition to the names being sponsored by the Employment Department.
