  • Panwar won the stage 2 competition by clocking 20 minutes and 35.87 seconds on Monday night but finished second overall. In a new format, there are no finals in track and field (with the exception of 4km cross-country) in the Youth Olympics and each event is held twice, with results from both rounds counting towards the final standings. The 17-year-old Panwar had finished second in the first stage in 20.23.30s, behind Patin Oscar of Ecuador.

    Oscar, who finished second in Stage 2, won the gold with timings of 20:13.69s and 20:38.17s. Panwar's total time of 40:59.17s was over seven minutes slower than Oscar's 40:51.86s. Puerto Rico's Jan Moreu finished third to claim the bronze. This is India's first athletics medal in this edition and third overall. Arjun (men's discus throw) and Durgesh Kumar (men's 400m hurdles) had won a silver each in the inaugural edition in 2010. "It's a great feeling. I am very happy to have won a medal. I had put in a lot of hard work for the Games. It is my first medal for India," Panwar said after winning the silver medal. "My next target is to better my performance here and win a medal in the senior level also," he added.

  • 132 wards spread over six districts will go to polls in the final phase of the civic polls. Only 36 wards - 24 in Srinagar and 12 in Budgam in central Kashmir - will have polling as 52 candidates have been elected unopposed and none filed nomination papers for 44 wards. 

    In the final phase, the electorate will seal the fate of 150 candidates in Srinagar and Ganderbal districts. Officials said arrangements have been made for the smooth conduct of the polls which began at 6.00 am and will end at 4.00 pm.

    Heavy security bandobast has been put in place near the polling stations, while security forces have been carrying out area-domination exercises over the last couple of days. The Ganderbal Municipal Committee will see voting in 12 wards out of the 17 in total. Polling will be held in 24 out of the total 25 wards in the Srinagar Municipal Corporation (SMC) in the summer capital of the state.

    Only these 36 wards will go to polls on Tuesday, in which 150 candidates are in the fray -- 38 in Ganderbal and 112 in Srinagar. Five candidates from Ganderbal and one from Srinagar have been elected unopposed. The rest of the bodies - Pattan in Baramulla district of north Kashmir, Pampore, Pulwama and Khrew in Pulwama district in south, Shopian Municipal Committee in Shopian district in south and Dooru Verinag in Anantnag district also in south Kashmir will see no voting.

    Together these six bodies have 90 wards. While candidates from 11 wards out of the total 13 in the Pattan municipal body have been elected unopposed, two wards received no nomination papers. The counting of votes for all four phases will be held on October 20.


  • The state will have polls in two phases on November 12 and November 20 and votes will be counted on December 11. The first phase of polling covers 18 seats spread across eight naxal-affected districts-Bastar, Bijapur, Dantewada, Sukma, Kondagaon, Kanker, Narayanpur and Rajnandgaon. 

    In a statement issued Monday, state Chief Electoral Officer Subrat Sahoo said that in the first phase, 31,79,520 voters, comprising 16,21,839 men, 15,57,592 women and 89 third-gender voters would be able to exercise their franchise. He informed that the final date for filing nominations is October 23 and scrutiny of nominations would be completed the next day, adding that nominations can be withdrawn till October 26.

    Prominent candidates expected to contest from the BJP in the first phase include Chief Minister Raman Singh, who is sitting MLA from Rajnandgaon, and ministers Kedar Kashyap and Mahesh Gagda, legislators from Narayanpur and Bijapur respectively. Of the 18 seats going to polls in the first phase, 12 are reserved for Scheduled Tribe (ST) and one for Scheduled Caste (SC) categories.

  • Trump's comment came after a 20-minute phone call with Saudi Arabia's King Salman in which Trump said the king adamantly denied any knowledge of what happened to Khashoggi. Trump announced he'd dispatched Secretary of State Mike Pompeo to the kingdom and anywhere else necessary to get to the bottom of the apparent demise of Khashoggi, a Saudi who had been living and working in the United States. "The king firmly denied any knowledge of it," Trump told reporters on Monday as he left the White House for a trip to survey hurricane damage in Florida and Georgia. Trump said he didn't "want to get into (Salman's) mind," but told reporters: "it sounded to me like maybe these could have been rogue killers. I mean, who knows? We're going to try getting to the bottom of it very soon, but his was a flat denial."

    The comments marked a break from the Trump administration's strenuous refusal to speculate over what happened to Khashoggi and came as the US president is under growing pressure to take action on the case of the Saudi writer, who was a contributor to The Washington Post and wrote columns critical of Saudi Crown Prince Mohammed bin Salman. Turkish officials say they believe Saudi agents killed and dismembered Khashoggi and say Turkey has audio and video recordings of it. The kingdom has called the allegations of foul play "baseless" but has offered no evidence the writer left the consulate.

    The State Department has urged a thorough investigation and called on Saudi Arabia to be transparent about the results advice broadly tracking messages from allies in Europe. Germany, Britain and France issued a joint statement over the weekend expressing "grave concern" and calling for a credible investigation to ensure those responsible for the disappearance "are held to account". Trump quoted the King on Monday as saying that neither he nor his son, the crown prince, had any information about what had happened to Khashoggi. The crown prince, ambitious, aggressive and just 33 in a kingdom long ruled by aging monarchs, has considerable weight in Saudi government actions. He and Trump's son-in-law and senior adviser, Jared Kushner, have forged close ties.

    In Istanbul, meanwhile, investigators entered the consulate for their own investigation. The members arrived by unmarked police cars but said nothing to journalists waiting outside as they entered the building. Trump tweeted early Monday that Salman denied any knowledge of "whatever may have happened 'to our Saudi Arabian citizen.'" He made that point again and again as he left the White House, telling reporters, "All I can do is report what he told me." "His denial to me could not have been stronger," Trump said, echoing language he has used to describe Russian President Vladimir Putin's denials of meddling in the 2016 election that sent Trump to the White House. US intelligence officials have reported they are certain the interference took place in an effort to hurt Hillary Clinton's campaign.

    Trump last week vowed to uncover the truth about what happened to Khashoggi and promised "severe punishment" for those responsible. But he has said repeatedly that he does not want to halt a proposed $110 billion arms sale to Saudi Arabia as some in Congress have said he should because it would harm the US economically. Saudi Arabia has pledged to retaliate economically for any US punitive action. Trump said he'd made clear the stakes. "The world is watching, the world is talking. This is very important to get to the bottom of it," Trump said. "I think he understands that very well." Treasury Secretary Steven Mnuchin still plans to attend a previously scheduled Saudi conference this week to address terrorist financing, but those plans could change as the investigation progresses, said White House economic adviser Larry Kudlow. Senators Marco Rubio and Jeff Flake, members of the Foreign Relations Committee, have said Congress is prepared to move quickly and firmly if Trump fails to adequately respond to Khashoggi's disappearance. Rubio said Sunday that US-Saudi relations may need to be "completely revised".

    "There's not enough money in the world for us to buy back our credibility on human rights if we do not move forward and take swift action," Rubio said on CBS's "Face the Nation". More than 20 Republican and Democratic senators instructed Trump last week to order an investigation into Khashoggi's disappearance under legislation that authorizes sanctions for perpetrators of extrajudicial killings, torture or other gross human rights violations. Khashoggi had been living in self-exile in Virginia for the past year.

    The Narayanhiti Palace was converted into a museum after the abolition of monarchy in Nepal in 2008. The palace is now owned by the government. The crown and few other artifacts had been kept with the Nepal Army for protection after the museum was opened for public in 2009.

    Special security arrangements have been made for the crown full of diamond and gold. There are seven layers of protection for the crown. It is kept in a bullet-proof glass with round the clock CCTV camera supervision.

He noted that the oil market is producer driven and  both the quantity and prices are determined by the oil producing countries. Though there is enough production, the unique features of marketing in the oil sector have pushed up the oil prices.

    Prime Minister Modi made a strong case for a partnership between the producers and consumers, in the oil market, as it exists in other markets. This will help stabilise the global economy which is on path of recovery.

    He appealed to oil producing countries to channel their investible surplus to pursue commercial exploitation in oil sector in the developing countries

  • The government has fixed the rate at Rs 3,146 for a gram of gold. The sovereign gold bonds for this series will be launched in five tranches each month from October to February 2019.

    The first tranche will remain open till October 19, while the bonds will be issued on October 23. The bonds would be sold through banks, Stock Holding Corporation of India Limited, designated post offices, and stock exchanges -- National Stock Exchange and BSE.

    The scheme offers benefits similar to the earlier tranche of 2.5% interest and exemption on capital gains tax on redemption. The government launched the sovereign gold bond scheme in November 2015 to channelize a part of domestic savings, used for purchasing physical gold, to financial savings and thus lower the demand for the precious yellow-metal.

    Under the scheme, the bonds are denominated in units of one gram of gold and multiples thereof. Minimum investment in the bonds is one gram with a maximum limit of subscription of 500 grams per person per fiscal year. The next tranche would be open from November 5-9 and issuance would be on November 13
