The objective of the Operational Guidelines is to bring about a systematic and transparent process for identification, field appraisal and selection of suitable NGOs, CBOs and other network based organizations and undertake technical and fiduciary monitoring of the work of such NGOs/CBOs to provide prevention and care and support services to the target community.
